such appointments of subordinates permanent, so that the holders
thereof cannot be removed without the sanction of the governor, wil:

limit of the vote, the Resident Engineer should have considerable
latitude as to the wages paid to each individual, so that he
may be in a position to encourage the diligent, anu check neg-
ligence and incompetence.
With regard to these chinese subordinates I strongly
recommend a system of bonuses, whereby a sum of money may be
placed in the hands of the Head of the bepartment for distri-
bution to the deserving, at China new year. This is a system
contrary I am aware to official routine, but consistent with
common sense and human ruuture. It amounts, in a modified form,
to payment by results, and gives subordinates an interest in
their work.
For the proper maintainance of the water works,
trained engineer will always be required, who must, rievote his
whole time to this duty. whether this engineer shoula be a
subordinate officer of the works or any other Department,
is a question that I will not now discuss, for I have fully
expressed my opinion on this matter. Whatever be the position
of the Waterworks Engineer, he should not be liable to employ -
