To commence with Mr Rose, who has done good service in

the past, and who is therefore deserving of the fullest considera-

tion; I think it possible that his age and health may be such

es to prevent him from effectively carrying into affect the

necessary reforms. If the Resident Engineer holds this opinion,

I think that the goverment would do well to frcilitate the

retirement of Mr Rose, by offering him favourable terms as

to

Similarly the Chinese turncocks, have in the past faith-

fully discharged their duties of opening a shutting certain

valves at propur hours. But under a constant system of supply

these duties will no longer be required, and I doubt whether

these men will be fit to carry out the general duties of the

water-supply. Under a constant system what is wanted is, not

turncocks', but district inspectors; men capable of

making minor repairs to hydrants, street fountains hu house-

services. I sugeest, therefore, that from among the Chinese

fitters and jointers, employed in construction, persons shoula
