I have received a letter from the Resident Pnginer

Koning

Water & Drainage Department Hong dated 8th March 1891, in which

he reports that the distributary mains of the City of Victoria

water-vorks are nearly completed. He also calls my attenti on

to certain fects, commectvu with the distribution of water,

throughout that city, which are of great importance, as regards

the future success of the works.

The facts are, as follow 6.- with the rate of consumption,

which has obtained during the past year, the joint supply,

which the old and the new works can jointly afford, does not

suffice to give a permanent co' stant-supply, in ary seasons,

During a part of February the Resident Pigineer found it necessar

to shut off the water supply between the hours of 9 p.m. & 6 a.m.

The works have given fully as much water as they were

designed to supply; but the consumption has vastly second

that amount. The cause of this excess is obvivus;-enormous

waste from defuctive house-fittings, as I shall shew further on.

There has been no miscalculation on the part of the designers

of the works, as to the quantity that they could be counted

upon to supply or indeed as to the legitimate requirements of

the population.
