I have examined the accompanying Ordinance, entitled

Ordinance to amend Ordinance-
W:22 of 1887. (shortly entitled. The Raw Opium Amendment. Ordinance 1891),
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.

The object of this Ordinance is, as its title implorts, to amend the law relating to the movement of Raw Opium within the Rolony and the waters
waters thereof.
