We understand a petition is being circulated for signature praying that the Queen's sanction may not be given to the Share Sales Regulation Bill. The right of any section of the community to appeal to Her Majesty to disallow an Ordinance passed by the Legislative Council of which the petitioners disapprove cannot be questioned, but great exception is to be taken to the policy adopted in connection with this and one or two other petitions of recent date of endeavour- ing to conecal the contents from the public eye while signatures are solicited privately: Any petition against a public measure ought to be subjected to the same opportunities of public criticism as the other proceedings in connection with the subject. That the petition against the Shares Bill will receive the signatures of a large num |ber of persons interested in maintaining the I present state of things there can be no doubt, but disinterested parties ought to be careful not to sign it until they have had an opportunity of reading it at their leisure and thoroughly digesting it. That a great evil exists through the manipulation of shares in thia market no candid person will be found to deny the consensus of public opinion has emphatically declared it-aud we earnestly hope that the majority of the community will pause before attaching their signatures to a document intended to prevent the rati- fication of an Ordinance 83 well calculated to cope with the evil. What in the name of honesty have the opponents of the Bill to object to? It will not stop legitimate operations in shares; it will only protect the public against illegitimate manipulation. Let the Share Ordinance have a fair chance, and if it should fail to mitigate the evil which has ruined many during the last two years, then let our Legis- lature substitute another measure which will be more stringent in its provisions.
