Sir,
I have the honour to forward for the
information of His Excellency the Officer Ainistering
the Government y report on the subject of the proposed
new scheme for the enlistment in Englanu of Officers for
service on the staff of Victoria Gaol.
It will be seen from various former
papers on the subject that the necessity for a reforma
of the Gaol Staff has not now come up for consideration
for the first time.
Various minutes have been written on
the subject since 1889 all of which show that the Govern-
ment has not been satisfied with the condition of the Gaol
Staff, out it appears to have been aeterrea from radical
improvement on account of the possibly large increase in
expuliture,

engagement with a view to improvement of the Service,a
scheme not far aifferent from that now recommended by mysel
and
