I hare examined the accompanying Ordinance, entitled

Ordinance to authorize the Appropriation of a supplementary sun of Five hundred and thirty nine thousand one hundred and one dollars and eighty three cents to defray the charges of the year 1890,
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
