I have examined the accompanying Ordinance, entitled ;-

and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
This ordinance gives express
legislative sanction to the taking of fees on grants of Letters Patent ; & believe fees have been usually taken. (Signed) A. I. Leach,
