Mr. Belilios is a Jew born in India. He has sat on the Legislative Council for apparently never held a seat for more than a year!
More public and private enquiries might show reason for not favouring him for honours; but on the face of it, he has been a good citizen of Hong Kong & done what deserves notice. Sir W. des Voeux, or Sir W. Marsh, Mr. Fleming might be consulted. C.P.L. might be consulted.
