into the existing law. provision for marriages in articulo mortis, and I have arrived at the conclusion that there exists no sufficient reason for such a measure, the objections to which on social and moral grounds seem to outweigh any possible advantage that might be gained.
As regards the question of reducing or remitting the fee for a marriage licence in cases of proved poverty, it has been pointed out that under section 14 of the Ordinance, the Governor is empowered to remit the whole or part of the fee for a special Licence and that under section 37, the Registrar General, when issuing an ordinary certificate, may in cases of proved poverty reduce the fee.
