the Queen's Warrant for the appointment of Mr. James Haldane Stewart Lockhart, Registrar General of Hongkong, to be a member of the Executive Council for so long as he shall hold the office of Registrar General
I have accordingly sworn and admitted Mr Lockhart as a member of the Executive Council, and cancelled his provisional appointment to a seat in that Council reported in Sir G. William Des Vœux's despatch No.7 of the 13th of March.
I have informed Mr Lockhart and the other two Officers mentioned in the 2nd paragraph of Your Lordship's despatch, of Her Majesty's pleasure in respect of their precedence in the Executive and Legislative Councils, and I enclose herewith copy of a letter from the Treasurer dated 4th June, 1891.
