copy of an extract from a Report by the Surveyor General in which Mr Brown states his opinion as to the effect in increasing the cost of production which the restriction on Sunday Labour would have if applied to (a) all large works whether public or private or (b) public works alone.

It was owing to the question of increased cost that Sir G. William des Vœux found a difficulty in carrying out the suggestion contained in Your Lordship's despatch No. 41/234 of the 16th October, 1889, and I am of opinion that unless Sunday Labour is universally prohibited in this Colony, it is undesirable to make an exception in regard to Government works.
