Copy of a letter which I Enclosure caused to be addressed to the Military Authorities explaining the circumstances under which the sum of $4,411 was expended by this Government in 1885, and charged to the Colonial Defence Contribution Fund, as compensation to the Lessees of Inland Lots No. 671 and 672 for certain portions of their lots resumed by Government at the request of the Military Authorities, for purposes in connection with the construction of Belchers Battery.
