Action in telegraphing to your Lordship on the 24th ultimo and asking that until the receipt of the Memorial promised in that telegram, your Lordship will withhold your sanction of the increased payment of Salaries to the officers of this Government.
2. Sir William Des Voeux has stated the reasons for which he did not forward the telegram referred to, and the other explanations contained in his despatch render on further observation my part unnecessary, especially in view of the fact that your Lordship's further instructions in your telegram of the 2nd instant may shortly be expected in the Colony.
I must however point out that if Your Lordship's final decision on this question is delayed until the receipt of the promised Memorial, the framing of the Estimates for next year will have to be postponed until an extremely inconveniently late date.
