despatch N.60 of the 26th of March, I have the honour to transmit for the signification of Her Majesty's pleasure an Ordinance "entitled "the Gambling Ordinance, No.7 of 1891.

I enclose copy of a Petition from certain members of the Chinese community against the Ordinance.

It is, I understand, notorious that the so-called Chinese Clubs exist solely for the purpose of gambling.
