The debate on this Bill as reported in the Daily Press of 6th May shows that it was practically passed without opposition. It is strange that Sir W. Des Voeux who previously supported the idea should at the last moment have turned round & brought in this Bill.
The provisions seem satisfactory & it will be observed that the Governor has power to alter the fee. Should experience show that they are too high or not high enough.
