1. I spoke to M. Fleming about the qualifications of W.W. Northcote, he saw no objection to his confirmation as Asst. P.M.G.

? Approve accordingly.

2. But M. T. Fleming thinks the appointment of Mr. Sutter, Clerk in Reg. Gen. Office is open to objection, besides being doubtful expediency, as it is unfair to other Clerks already in the service who might be considered as having a claim to this promotion. M. Fleming considers there are several
