Colonial Secretary. The reasons for which I did not telegraph to Your Lordship asking on behalf of the Unofficial Members that you would withhold your sanction of the increased salaries voted by the Council for this year, are briefly stated in Mr Deane's letter of the 21st ultimo, and are more fully explained in a speech (copy enclosed) which I communicated to the Council at its last meeting, in reply to the speech of Mr. J. H. Whitehead.

Your Lordship will observe that in this speech I deal at some length with the position and prospects of the Colony, which Mr. White... (Encl: 3. 30th April 1891.) ...had most seriously impugned, with a view of showing the inability of the Colony to pay the increased salaries now that it is saddled with the increased Military Contribution.
