Her Majesty's Government and the Chinese Government regarding the British Protection to be afforded to Anglo-Chinese in China, which formed the subject of the printed correspondence enclosed in the Confidential despatch of the 23rd of December, 1886, signed on behalf of the Secretary of State by Mr Wingfield.
In view of the rapidly increasing number of Anglo-Chinese resident in this Colony, and the frequent applications made by them to this Government for certificates, varying according to the status of the applicant, to enable them to claim British protection in China, it would seem very desirable that some clear understanding on the subject should be arrived at with the Chinese Government.
