the Secretary of State for War
to cause the question to be-
again
considered whether there
any necessity at all for the-projected line of defence
The Battery at the N.E. corner of the Peninsula
is
constructed so as to be self-protecting. Would it not be as
effective to make the Battery
at the Western side equally so.
If it is
argued
that an enemy
could land from Mirs Bay
and
over
the
mountains above
Chinese
villages, e.g., Chincohookour, Koulong City, it may be pointed out the shallowness of
the water, under two fathoms in the arm of the Bay running
in that direction and
that the whole of the Peninsula
can
be swept by
the guns
of
any
Man-of-War.

The excited state of
local feeling
on the subject of
Military
Contributions renders
the present
most
inopportune
time to open out this question.

My Lord,
Your Lordship's Most Obedient Servant,
