7. The agreement, a renewal of which is asked for, is based on Colonial Secretary's letter No. 985 of 25th June, 1889, written by command of Major General Cameron, who was at that time Administering the Government and Commanding the Troops.
8. I cannot find that the grant of this large extent of land to the Military was ever brought by Major General Cameron before the Executive Council, or submitted to Your Lordship's predecessor for his approval; although it was forwarded to the Secretary of State for War.
