to place the two Kowloon Forts at X and I or the plan I, the proposed line is intelligible, but when it is found that the Fort has removed to the extreme corner of the Peninsula to the point 2, and that an almost unbroken line of houses and Warehouses has been constructed on the Western line of the Peninsula, outside Military Reserves, as far as the Boundary, it is obvious that the old line is practically obsolete.

& therefore decided to inform the Major General " that in view of all the " circumstances the Government " with the concurrence of the "Secretary of State for the Colonies will be prepared to "support in the Legislative Council a vote for "not exceeding £10,000 towards "the more extended line of defence contemplated for the Peninsula
