This resolution dearly states that all Kowloon Garden Lot Holders within the Military Reserves show a receive leaves subject to the Military clause.
This was not in accordance with Mr Price's letter, nor with the Secretary of State's dispatch.
I am quite sure that no member of the Executive Council intended to sanction anything contrary to that despatch and can only conclude that a mistake was made in drafting the resolution.
This resolution was communicated to the Land Office and sometime afterwards a plan was sent to that Office signed by Mr Price showing in red the area within which Leases could be granted subject to what has since been known as the Military clause.
Mr Bruce Shepherd states that then at Mr Price's request he verbally asked the Garden Lot Holders within this area to apply for leases.
