In September 1887 Major General Price wrote again on the subject pointing out that the form of leases for Lots outside the Military Reserve had been settled but no decision had been come to in respect of the form of lease if any to be issued to the Lessees of Gardens Lots situated inside the "Military clearance lines" in cases where the Major General Commanding would have no objection to the erection of houses by them on certain conditions, and the letter went on to state that in such cases where there would be no military objection to a house and where therefore a house may be built although within the lines it appears to me that it could be only equitable...
