all probability the whole or nearly the whole of the surplus balances will, in the absence of a loan, be exhausted early next year. Under these circumstances I would ask Your Lordship whether this payment should not be postponed until a loan is raised, and that rate the vote should not be passed in the present excited state of public feeling with reference to the Military Contribution.
