With regard to the recommendation
at the end of paragraph II, I wish to call attention to the fact that a question of principle is involved
therein.
Where the village of Tongnei-chung is an isolated case, I should
not hesitate to recommend the
issue
of ordinary leases, but as any action taken with respect to it will necessarily be
regarded as a precedent when dealing
with valuable sites in Kowloon
and elsewhere, at present in the
possession
