With respect to paragraph 9 of the Report, I have to request that in view of Article 12 of the Letters Patent of 19th January, 1888, under which all Crown land must be disposed of by public auction, Your Lordship will authorize me to sanction the issue of leases without auction to the squatters in the Village referred to, as recommended by the Commissioners, should such course meet with Your Lordship's approval.
