chests of opium in any one month, nor more than 1,500 during that year. You shall have during the year two Establishments, namely, one, to be at East Point, the other at West Point, the various buildings comprising each Establishment to be pointed out and approved of by His Excellency before agreement is signed.
The new arrangements for raw opium, while under removal permits, shall be kept in chests and not loose except when wanted for boiling in the Establishments.
You shall undertake, when requested to do so, to supply to the best of your ability, for the private information of the Governor, to such officer or officers as may be deputed by His Excellency for the purpose, any information respecting the destination of any opium parted with by you, together with any documents which may be called for in connection therewith.
You shall punctually pay, within the first ten days of each month, $30,800, into the Treasury. At the end of twelve months, you shall pay into the Treasury a further sum, being deferred payment at the rate of $5,000 per month.
