We have the honour to report

Sir,

that, pursuant to the desire expressed in your letter of the 7th instant,

we have made an examination of the Opium Farmer's Book.

It has not been possible in the short time at our disposal, to make a minute investigation of every detail,

but we have endeavoured to satisfy ourselves as to the correctness or otherwise of the books as a whole,

and may at once say that we have detected something suspicious in the accounts submitted to us.

It is perfectly possible that they are incomplete, or...
