I determined to adopt this recommendation, and accordingly I caused the Acting Colonial Secretary to address to the Opium Farmer a letter (copy enclosed) offering the terms proposed, which the Farmer has now accepted.

His contract has been modified accordingly, and the Attorney General has under his consideration whether any amendment of the existing Opium Laws is also necessary.

I should mention that if through a refusal to concede a modification of the terms of his contract, the Opium Farmer had become bankrupt the loss experienced on the next sale of the Farm would in all probability have been far greater than that which will now be suffered.
