requested the Colonial Treasurer and the Registrar of the Supreme Court to consider and report as to what settlement of the matter could be arrived at with a view of at once protecting the revenue of the Colony and of abating as far as possible the evil of smuggling which it is feared had been resorted to by the Farmer himself in order to recoup the losses he was suffering in his legitimate business.
I enclose a copy of the report drawn up by Mr Mitchell-Innes and my Ackroyd in which they recommended that the price of the Farm should be reduced by $4000 a month, subject to certain conditions enumerated by them.
