I am also to inclose a copy of despatch from the Governor of Hongkong, asking for instructions in regard to the future status of foreign mail steamers.
His Lordship proposes, with Lord Salisbury's concurrence, to refer the government to the Circular of 9th May, which it will be pointed out has already been acted upon and observed, applies to French mail steamers, & to add that no arrangement has been made for continuing any other special privileges to German foreign mail steamers. It will at the same time be explained that Art. II of this French Postal Convention only allows the carrying of passengers subject to the sanitary police.
