2. According to Your Lordship's telegram of the 23rd of December the French and General Postal Convention expired on the 31st ultimo.
In any case, as pointed out in Mr. Fleming's despatch No. 283 of the 11th of August, the local Ordinances providing for the status of French and German Mail steamers lapsed on the 30th of April.
3. A report recently reached me from Singapore that one of the German Mail steamers had been found on arrival at that port to have 25 Chinese passengers on board, and to have left Hongkong in contravention of the Chinese Emigration Ordinance No. 1 of 1889.
