It appears there was an OCR error resulting in jumbled text at the beginning and end. The main body has been corrected and formatted. Note that "herewith" was added to make the sentence complete, and minor spacing issues were fixed. The original date "15. April,189,1" was corrected to "15th April, 1891". The file reference and page numbering were not present in the original text, so they were not formatted according to the rules. The text "مه" at the end appears to be unrelated to the rest of the document and was left as is, assuming it's part of the original scan. However, it's worth noting that this text does not seem to belong to the document.
