As the Governor sends this Report without comment it may be assumed that he does not question its accuracy.

And if it is accurate the state of this prison is a scandal which should not be allowed to continue in a British Colony. Lord Knutsford has read this report, previous reports on the Victoria Prison with great dissatisfaction and instructs the Governor to prepare the surveyor's plans for and Estimates for the new building as well.
