the recent reduction in the postal rate to 7 cents per half ounce should have been confined to letters for the United Kingdom; and to inform Your Lordship that on the 30th ultimo I caused a Notification to be published to the effect that on and after the 7th instant the rates of postage to the United Kingdom would be at the rate of 7 cents for each half ounce and 10 cents for each half ounce to other places in the Postal Union, except that as regards the Straits Settlements and North Borneo I have, with the advice of the Executive Council, included these in the list of Local Countries to which postage at the rate of 5 cents for each half ounce
