Members on the ground that the increased Military Contribution was originally demanded in consideration of a proposed large increase to the garrison of the Colony, and that as no addition was made to the garrison for the year 1890, voted by the Legislative Council on the 26th of March last year, having been allowed to lapse at the end of the Financial year, it became necessary to apply to the Council for another vote of the same amount.

2. The vote was passed by the official majority after strong opposition by the Unofficial Members during the year 1890, the additional contribution should not be demanded.

3. I enclose a report from the local press of the debate on the subject.
