Executive Council, I have granted pensions at the rate of $14.93 per month to Goolab Singh, 1st Class Coolie Guard, whom the Medical Officers pronounce unfit for further service.
I enclose copies of the Medical Certificates and of the usual paper of particulars of service.

I recommend Goolab Singh should be pensioned, he is quite unfit for further service, and has been constantly on the sick list from Chronic Rheumatism.
