despatch N. 449 of 22nd of December, 1890, the whole amount of the emoluments of the Governor per annum has not been voted in accordance with the instructions conveyed in Your Lordship's despatch N: 108 of the 18th of June.

The mistake of not voting the $32,000 as salary appears to have arisen from mere inadvertence, but since 1582 it is important, as pointed out in Mr. Meade's letter to me of the 18th of June last, that such amount should be voted as salary in order to better secure the position of the Governor as an officer in charge of a First Class Government.

I explained the matter to the Finance Committee of the Legislative Council in a minute, copy of which is enclosed, dated 17th Febry 1891, and on the 5th instant
