With reference to my letter No. 2500 of 20th October, 1890, enclosing copy of letter dated 26th August 1890, on the subject of placing a permanent obstruction on Kellett's Bank, and to Mr. Fleming's reply thereto dated 28th October last with enclosures, I have the honour to inform Your Excellency that, having since considered the subject in concert with the Naval Authorities, I am of
