No objection to the extension of leave for six months on half salary granted to Mr A.B.B. Westland.
I have adopted the rule relating to applications for extension of leave quoted in the despatch under acknowledgment, and have, with the advice of the Executive Council, added a proviso to the effect that in cases where it is necessary to refer to the Governor by telegraph, the applicant must refund the cost of the telegram sent in reply.
I enclose a copy, as printed in Enclosure 3, of the Circular I caused to be issued for the information of the Service on the subject for 1891.
