I have the honour to transmit to you a copy of an Ordinance which has been passed in this Council containing a provision similar to that under the Straits Settlements law.
I request you will take into consideration the question of amending the Hong Kong law in this direction.
A similar provision has already been introduced into the laws of India, Ceylon, and the Straits Settlements, and I consider it desirable that there should be uniformity of legislation upon these questions so far as practicable.
