I am very doubtful whether the Clerk of Councils, who is also a clerk in the Colonial Secretary's office, can in any sense be regarded as Head of a Department, and I am unaware of any special privileges belonging to the Head of Department who has no subordinates, and I am equally unaware of any such privileges having been enjoyed by Mr Seth.
But however this may be, it is at least certain that no alteration in Mr Seth's status was made or intended by the change in question.
