I respectfully submit
that one inducement to enter the
Government Service was the hope
held out to me
by the late Surveyor
General of being placed on the
permanent establishment at the end
of three years.
This consideration
influenced me in giving up appointment in Japan which had been offered to me by the Japanese Government before I entered the Hong Kong Government service.
I would therefore beg
that the suggestion that I should enter into a three years' agreement
