whereas Mr. Wodehouse
was absent from the colony for a year in 1886, in connection with
the Colonial and Indian
Exhibition.

It is true that that
Leave was
to be treated
Exceptionally and not to
count against him for leave purposes,
but some mention should,
in my opinion, have been made of his having been
3 absent from the colony for
part of the period to which
I have referred.
In the absence of special
grounds, I consider that
it would have been no
hardship on Mr Wodehouse
had he been required
to wait for six years
from his last return
to England before he was again granted leave of absence on half
salary.
