It seems anomalous official to take precedence over other Officers who receive higher salaries?

I think W. Deane ought to take precedence of M. Lockhart & M. Mitchell Innes according to seniority in the service.

Is M. Deane going to retire shortly? There had been correspondence about his friends.

I think not since 88/9. Su 12123-89: 20393.88

The precedence should be settled once and for all in both Councils and can then be passed by despatch.

Is there any precedent for fixing precedence by despatch?

J. Bramston

I do not think there is any similar precedent because the clause in the Royal Instructions was only introduced in 1883, and no case has arisen under them with Colonies in which it exists.

It seems to me that the object of the clause is to enable the Secretary of State to assign special precedence, but of course, it should be done in the Queen's name.

So provided by dispatch - the words do not limit the mode of assigning precedence. In writing or speaking refer to arts. 4 & 6 of the Instructions.

Drafted for consideration
