Article 4 of the Royal Instructions of 19 Jan 1888 would admit of a provision being inserted in the Warrant giving M. Lockhart precedence over the Treasurer, though the latter is an ex-officio member. But Mrs. Deane, the Superintendent of Police, who also receives a higher salary than the Treasurer and who was appointed to the Executive Council in 1887, had special precedence assigned to her, and she also comes below the Treasurer, so it will perhaps be best to let the question...
