Military and naval prisoners are sent to the civil prison they should be subject to the Same Discipline and have the same chance of earning Remission as other prisoners. The new rule has been adopted by the Foreign Office in the case of consular prisoners Sent to the Hong Kong gaol.
A despatch in similar terms has been addressed to the Admiralty and to the Colonial Office.
