I do not consider that sentences of Court Martials can be shortened by such a means as the Mark system, at all events without reference to the Secretary of State.
I may observe that as the Mark System only applies to sentences of a year and upwards, the question does not apply to most of the prisoners of this class.
But as there are instances of Court Martial prisoners under sentences of a length to which the Mark system would ordinarily apply, I should be glad to learn from Your Lordship whether they should have the benefit of it or not.
In the correspondence to which I have above alluded, Your Lordship referred to the reasons why it is considered desirable.
