I am at the same time to request you to lay before Mr. Stanhope previous correspondence with reference to your letter 40248/237 of 12th Nov. last &
the enclosed copy of the protest of the Unofficial Members of the Leg. Council, which is referred to in the last paragraph of Lord Knutsford's despatch of the 13th instant, and "the draft of the despatch" which his Lordship's Garrison referred to proposes with Mr. Stanhope's concurrence to address to them in the enclosed draft. Government may be verified from the latest returns in possession of the W.O.
3. I am to request that the numbers & cost of the present Garrison be stated with reference to the subject.
I am also to take this opportunity of enquiring whether any decision has yet been arrived at as to the class of Indian Troops which it is proposed to enlist for service in Hongkong.
